Council committee adopts purchasing-policy update with MWBE/regulations addendum

A city council committee reviewed and approved an updated purchasing policy with an addendum incorporating workplace goals and the administrative regulations and procedures that document good-faith efforts for MWBE and workplace goals.

Rob Gardner, the city purchaser (referred to in the meeting as "Mr. Gardner"), answered council questions about how the city tracks bidders' good-faith efforts and whether the policy should include an explicit reporting column to grade bidders' efforts. Gardner said documentation of good-faith efforts is required during bidding and contracting and that follow-up documentation is reviewed when contracts are awarded. Committee members suggested attaching the administrative regulations as an addendum so all guidance is in one place; Gardner and other staff agreed that the regulations are the operational detail that accompanies the policy.

Council discussion included a proposal to raise the apprenticeship contract threshold in the policy from $300,000 to $500,000; staff confirmed that change. Councilmember questions also prompted a description of workforce development activities tied to construction trades, including partnerships with a SEEK center, career counseling and community-college partners to build a pipeline for local workers. Committee members asked staff to include a written summary of workforce programs and participant tallies for future reference.

The committee motioned to accept the purchasing policy as presented with the addendum; the motion was seconded and adopted by voice vote.
