Council authorizes contracts for final phase of Ricewell well project; combined contracts total about $8.0 million

Public Service staff presented the final phase of the Ricewell wellfield project and sought council approval of construction contracts during the April 7 meeting. The project adds wellhouses, mechanical systems and an electrical substation to create independent, redundant service at the Ricewell wells so the city can continue providing drinking water if the main plant is disrupted.
City staff recommended awarding the general-contractor contract to William J. Keller & Sons, the lowest responsible bidder for the general contract at $5,224,668, and awarding the electrical contract to Silston Electric (the second lowest responsible bid after one vendor was deemed non-responsive) at $2,784,585. Combined, the two contracts total $8,009,253. Staff said grant and previously appropriated funds would cover the work; some grant funds from earlier well phases remained available.
Council member Lebond moved to approve both contracts and Council member Mancini seconded. The council voted in favor, authorizing the city to execute the contracts and to proceed with phase 3 construction. Staff noted that some grant and city funds remain to be identified in final funding allocations but that the project is fully budgeted across funding lines for the phase.
Ending: Work will proceed under the awarded contracts and staff will finalize funding code allocations and return with any necessary budget adjustments for project accounting.
