Mount Vernon council authorizes resurfacing advertisements, approves $5.35M partial payment and mayor highlights paving progress

The Mount Vernon City Council approved an ordinance authorizing the Department of Public Works to advertise bids for resurfacing various city streets for the 2025–2026 season, and later approved a resolution authorizing partial payment No. 5 to Petrollo Contracting Inc. in the amount of $5,353,869.79 for ongoing resurfacing work.
The ordinance to advertise resurfacing bids passed without substantive debate. In the separate resolution approving the partial payment to Petrollo Contracting, the council recorded the payment amount into the public record and approved the release of funds.
During general remarks the mayor delivered a detailed update on the city’s infrastructure program. Mayor Patterson Howard told the council the city has 101 miles of roads and that about 30 miles have been milled and resurfaced in the past four years. She said the city expects to complete another approximately 15 miles before the current paving season ends, which would bring total resurfaced streets to between 40 and 45 percent of the city’s road network in that multi‑year span. The mayor said those efforts depend on coordinated work with Con Edison, the Board of Water Supply and state grants.
"We've paced 30 miles of roads. So that's almost a third of the roads in the city of Mount Vernon, really in, like, the last 4 years," the mayor said. She added: "We will get to your neighborhood. We will get there. We are working, the investments in the hospital, the health center, the boys and girls club... these things won't happen overnight, but we have solid plans and they are coming." Why it matters: the advertised resurfacing program and the substantial partial payment represent continuing capital investment in public infrastructure; the mayor’s update provides a public accounting of the pace of road repairs and the coordination that determines when individual blocks will be repaved.
The council approved the ordinance and the payment by roll call vote. Staff will proceed with the advertisement for resurfacing bids and continue project oversight and payments to contractors as contract milestones are met.
