Mount Vernon IDA highlights local hiring events, vendor training as Con Edison plans geothermal network

The Mount Vernon Industrial Development Agency on April 10 received a business development update describing recent hiring and vendor-preparation efforts and outreach tied to expected local projects.

Staff reported a grand opening for Chestnut Market — a rebuilt convenience store and gas station — and said the agency hosted a construction-related businesses information and networking session on April 8 with the Metropolitan Transportation Authority, Empire State Development and Con Edison. Agency staff told the board between 25 and 30 local firms attended to learn about certification and procurement opportunities, and staff said they will repeat the event to reach additional trades.

Agency staff also described a job fair held in cooperation with the Westchester Putnam Workforce Development Board that drew more than 1,000 attendees and included employers ranging from home health providers to the Department of Buildings, the Department of Public Works and law enforcement. Staff said the Department of Buildings identified a candidate who may fill a needed plan examiner position.

The board discussed Con Edison’s proposed “thermal energy network” for Mount Vernon’s south side. Staff said Con Edison is working through planning and regulatory steps, intends to file its completed application with the New York State Public Service Commission late this year or in early 2026, expects a decision by spring 2026 and — if approved — would aim to break ground in fall 2026. Mount Vernon staff said they are coordinating with Con Edison to certify local vendors and train local firms to bid on work if the project proceeds.

Board members emphasized linking work with school-based career and technical programs and local workforce organizations. The board said it has existing relationships with local groups (including Soulful Synergy) and with Mount Vernon High School and Westchester Community College to expand carpentry, electrical, masonry and hospitality training. Staff said they are also in discussions with union locals and other training providers about apprenticeship pathways.

Board members and staff discussed efforts to circulate more spending locally — encouraging contractors to hire and source from Mount Vernon suppliers — and to use the agency’s procurement and incentive tools to support small, local suppliers as projects begin. The board agreed to continue partnering with the city’s planning, building and workforce offices on follow-up events and vendor certification outreach.

The board heard no formal vote on any project during the business development update.
