Council authorizes Genesee Transportation Council study to catalog and plan alleyway activation

Council members voted to authorize an agreement with the Genesee Transportation Council (GTC) to develop a comprehensive catalog and plan for alleyways across the city.
Staff said the study will identify alleyways — including roughly nine center-line miles with "alley" in the name and many other paths that function as alleys — and recommend cost-effective strategies for activation, safety, pedestrian and bicycle connections, and maintenance. Council members emphasized two priorities: not just activating alleyways for placemaking, but addressing chronic dumping, enforcement gaps and maintenance so alleys are clean and safe.
Council members asked that the study inventory every location that functions as an alley, not only those with "alley" in the name, and also consider elimination of alleys where appropriate (for example to repurpose for development). The administration agreed to provide the council a list of alleys the study will consider.
Council members characterized the $8,500 effort as a cost-effective first step; the committee approved the authorization. Staff said subsequent work could include design recommendations and implementation strategies.
