Council to pass $2 million revitalization grant for Mount Hope site-preparation work

The administration said the funds would be passed along to a developer selected through a competitive solicitation and that the Division of Environmental Quality provided an opinion of probable costs that supports the funding request. The administration did not present a finalized RFP; staff said they would develop solicitation materials that align with the city’s riverfront activation vision.
Council member Gruber asked whether $2 million would be sufficient for predevelopment work; the administration said the Division of Environmental Quality’s updated opinion supports the estimate. Members asked for an RFP vision and possible uses; staff said a solicitation would seek proposals consistent with riverfront activation and a mix of uses.
The introductory motion passed in committee; the administration will prepare the competitive solicitation and provide additional details in writing.
