Commission approves two ordinance tweaks: manufactured homes allowance and kennel exterior-area rules

Kathy reported the ordinance committee approved a change requested by the Clarks Hill Town Council that would allow manufactured homes in all residential zoning districts with Clarks Hill town council approval; staff recommended approval and commissioners returned a unanimous ballot.
APC staff member Amanda Esposito described a separate amendment to the Unified Zoning Ordinance chapter that governs boarding kennels. The proposal would remove wording that currently prohibits runs, exercise yards or exterior facilities for boarded animals, and instead require exterior areas used for boarding to be fenced so animals can be confined. Amanda said the change harmonizes commercial district requirements with conditions already applied in rural zoning. Ordinance committee had approved the change earlier in the month and staff recommended approval; the commission voted unanimously to recommend the amendment.
