Consultant recommends rejecting courthouse roof bids; commissioners agree to rebid

County consultant correspondence read into the record on Jan. 14 recommended rejecting both bids submitted for the Granite County Courthouse re‑roof and exterior work. The consultant cited four concerns: cost overruns, mismatch between bid scope and project specifications, questions about materials/standards compliance, and the effect of a busy post‑hail storm market on contractor availability and price.
The letter stated that accepting the bids “will result in financial strain and potential compromise in other critical areas of Granite County's operation.” It recommended rejecting the bids and revisiting project documents, scope and budget before issuing a new request for proposals.
Commissioners discussed alternatives, including rebidding with clarified documents and the option of a construction‑manager procurement model that would interview and select a contractor to manage the work. At least one commissioner urged following the consultant’s recommendation to rebid and to coordinate with the consultant (Slate) and the project manager (Dave Kaufman) on revised bid documents.
County staff were instructed to return with revised bid documents and options, and to consult with the consultant and project manager on a reissuance approach. The board’s direction was procedural — to rebid with revisions — rather than the award of a contract to any bidder.
