Prineville staff report spring projects, water/sewer work tied to $2 million housing funding; FY25 congressionally directed spending cut

City Manager and Public Works Director Casey Keiser told the City Council crews are beginning spring projects across Prineville and highlighted several items expected to move into construction in the coming weeks.
Keiser said the OID Canal piping portion of the Combs Flat Road project is essentially complete and that crews will soon begin base rock and possibly curb pouring for the roadway portion, weather permitting. He said the city is out to bid on a Crestview PRV vault replacement and on water and sewer extension improvements for the Old Mill project; Keiser said the latter work is funded by $2,000,000 in money the city received to support multifamily housing.
Economic Development Director Caroline Riven told councilors the continuing resolution passed by Congress on March 14 eliminated FY25 congressionally directed spending (CDS) projects, including the city’s FY25 requests. She said the city previously received $2.5 million in two separate CDS packages and has a FY26 request outstanding.
On planning, Keiser said the Planning Commission voted unanimously in support of a proposed urban growth boundary expansion and that the council will consider the item on April 8. He also warned Laughlin Road water and sewer line work will begin soon and will cause intermittent traffic disruptions behind Ochoco Plaza and down to Hickey Farms Road.
Ending: Keiser and Riven said staff will bring contract awards and project updates to council as bids are awarded and noted the city is monitoring grant and congressional funding cycles for future capital support.
