Council adopts Resolution 1614 setting 2024 water and wastewater system development charges

Public Works Director Casey Kiser and consultant Laurie Hooper Antrim returned to the council with the 2024 System Development Charge (SDC) methodology report and the proposed fee schedule. Kiser said the methodology and fees in Resolution 1614 were the same as those presented at the previous meeting and that the city had completed the required public hearing and notice processes.
Kiser told the council the water SDC was set at about $6,200 and the wastewater SDC at $52.34. He said the city had notified the Central Oregon Builders Association and received no comments. Councilors discussed how prior infrastructure decisions — including use of wetlands for treatment rather than a large mechanical plant decades ago — had constrained potential SDC increases and kept development costs lower.
A motion to adopt Resolution 1614 carried by unanimous vote at the meeting.
