Prineville City Council on April 22 approved intent-to-award contracts for two public‑works projects and approved its consent agenda, with two members abstaining from the consent vote.
The council voted unanimously to award the 2025 Crestview Vault project to Taylor Northwest for $162,170 and to award the 2025 Iron Horse water and sewer improvements project to J and S General Construction and Excavation for $159,281. The Crestview project will replace an aging vault and related components near the Crestview subdivision; the Iron Horse work installs new water and sewer lines and hydrant connections to support an affordable multifamily housing project near Iron Horse Lodge and Wayfinder Drive.
Both intent-to-award motions were moved and seconded and carried unanimously. Public Works Director and Assistant City Manager Casey Keiser presented both items and answered council questions about bid spreads and project scope. Keiser said the Crestview project does not add system capacity but will allow isolation of the subdivision for repairs; Keiser said the Iron Horse work is funded entirely from Senate Bill 1530 funds secured for the city.
On the consent agenda — covering meeting briefs for April 8 and a special meeting on April 17 — the council approved the items after a motion and second. The record notes two abstentions by council members who said they were absent for a prior meeting; the chair confirmed two abstentions before declaring the motion carried.
