West transmission pipeline about 30% installed; tunneling nears completion

Corey Gray of Sunwater Utilities Engineering updated the Utilities Committee on the West Transmission pipeline progress on May 13, reporting that about a mile (5,000 feet) of pipe is installed in the southern half (Segment 1) and 4,500 feet is installed in Segment 2.
Gray said about 84% of the pipeline material has been received on site and that the last tunneling insertion pit is close to breakthrough: "they've only got about 20 feet left. So they shouldn't be coming out of that this week or next week." He estimated that if the two segments were combined, pipe-in-ground totals were a little over 30% of the project.
The contractor successfully tapped a 36-inch concrete line at the highway earlier in the project, an operation Gray called "nerve wracking" but ultimately successful. Staff said the tie-ins that connect the 36-inch line to the new transmission facility were necessary to permit planned shutdowns for future connections and highway relocations.
Gray also showed multiple construction photos illustrating open trench work, crossings at Dean Solomon Road and Salem Road, laydown areas and efforts to maintain property access during construction. Committee members asked about relative progress compared with neighboring water districts; Gray said his team was on track and compared schedules informally with adjacent projects.
No formal action was taken; staff will return with monthly progress updates.
