Fayetteville housing authority OKs Service Plus contract to install security cameras under HUD grant

Fayetteville Housing Authority commissioners on April 24 approved Resolution 1348 to move forward with a contract with Service Plus for installation of security cameras at authority properties under a HUD Safety and Security grant.
Executive Director Chanda Tapley told the board the authority’s selection team — Tapley, staff members Aurelie and Tara, and consultant Josh Wilbanks — reviewed proposals and recommended Service Plus. Tapley said, “we all agree that this organization, Service Plus, is the best organization.” The board voted unanimously; Commissioners Deutsch (aye), Humphrey (aye) and Moore (aye) approved the resolution.
Tapley and staff described technical and implementation details at the meeting. Tapley said the contract anticipates installation of pole-mounted cameras and that the authority will provide suitable power sources for some installations; she said that requirement is noted in the resolution. Tapley also said the authority will retain remote access to each site’s server to review footage. Aurelie (executive assistant) summarized warranty language from the vendor: “there will be a 5 year material warranty on all camera equipment, 1 year warranty on peripherals, and 1 year labor warranty,” and she clarified an initial 30‑day period for the vendor to return and address immediate post‑install issues.
Staff said each site would receive a server for camera storage and estimated roughly 43 terabytes of storage in vendor estimates, which staff said should allow footage retention beyond 30 days depending on the final number of cameras. Tapley and Aurelie said the authority has not yet adopted a formal retention policy for video and that staff will develop policy and storage rules after installation.
Service Plus is based in Russellville and staff reported the vendor also has a Springdale office. The resolution directs staff to proceed with contract execution and installation as proposed in the bid packet. The board’s packet notes that site-specific work (pole installation, conduit, and power hookups) is customary and is included in the implementation plan; Tapley said the grant covers those costs under the project budget as presented.
The board recorded the formal motion and unanimous vote to approve Resolution 1348; staff will return with contract documents and an installation schedule.
