Lake Wales extends microtransit pilot with Citrus Connection, adds contract language on vehicle replacement

The City of Lake Wales Community Redevelopment Agency voted to approve an approximately 18‑month agreement with the Citrus Connection to continue the Lake Wales “Squeeze” microtransit circulator in and around downtown.
Tom Phillips, executive director of the Citrus Connection, told the board the Lake Wales circulator has averaged about 225 rides per month and that the service complements fixed-route buses and ADA paratransit. Phillips said the city’s circulator and the Squeeze have drawn statewide and national attention and that the program supports local businesses by providing predictable midday rides.
City staff recommended an 18‑month contract to align the Squeeze term with the broader interlocal agreement for transit services. Commissioners asked about first‑year operating costs and whether the city could operate the service directly. Phillips said the first year’s operating cost (excluding purchase of two golf carts) was approximately $45,000 to $50,000; the 18‑month agreement under consideration was “just north of $60,000” because of its longer term.
One commissioner raised a concern that the contract language gave the transit agency “sole discretion” to replace carts and that the city, which pays for replacements, should be consulted. Phillips said Citrus Connection takes on insurance and liability for transit operations and that, in practice, replacement decisions would be coordinated with the city manager; both sides agreed to add contract language requiring replacement decisions be made “in consultation with the city.”
After a motion and second, the board approved the contract pending that amendment. The board directed staff and Citrus Connection to finalize the agreed language and proceed with the amended contract.
