Lake Wales CRA approves structural and MEP assessment for Wells Built Hotel

The City of Lake Wales Community Redevelopment Agency on a voice vote approved a task order to hire Kimley‑Horn (structural team) to perform a condition assessment and asbestos survey of the Wells Built Hotel to inform future solicitations and any interior rehabilitation work.

Staff presented the recommendation, saying the assessment would include a structural engineer review and could include mechanical, electrical and plumbing (MEP) site visits and documentation. The staff presentation said the MEP portion was listed as an option in the proposal and that the staff-recommended price reflected exercising that option.

The assessment will be used by CRA staff when they advertise for proposals and qualifications for reuse of the building. The presenter said the goal of the work is to determine the building’s condition and inform the scope and cost of any future interior changes; no demolition of exterior walls is planned as part of the assessment.

Commissioners asked for clarification that the MEP work would not be omitted; the presenter responded that the option appeared in the consultant’s proposal and staff’s requested authorization includes exercising the option. One commissioner asked whether any other engineering firms were considered; the presenter said the city and CRA have a roster of firms under continuing services agreements and selected Kimley‑Horn because of past experience and their structural team.

The board moved, seconded and approved the task order. The motion passed by voice vote; the minutes record the board saying “aye.”

The assessment is a preparatory step: staff emphasized it will inform future requests for proposals and that any decisions about reuse, interior demolition or alteration will be made later after proposals are received and evaluated.
