CRA approves Phase 2 design and owner’s‑rep contracts for Northwest neighborhood sidewalks; $154,581 total

The City of Lake Wales Community Redevelopment Agency approved two task orders to prepare Phase 2 of the Northwest neighborhood sidewalks: a Chastain Skillman task order for $86,100 and a Colliers task order for $68,481, together totaling $154,581.
City staff told the board the Northwest sidewalk work is funded in part with Community Development Block Grant (CDBG) funds and city bond proceeds. Staff said federal rules prevented the city from commingling federal and local funds in a single project, so the sidewalk work was divided into phases; Phase 1 used CDBG funds on 13 streets and Phase 2 will address an additional eight streets.
Staff described Phase 2 as a sidewalk and streetscape project that will include repairs, new sidewalks, Americans with Disabilities Act‑compliant ramps and some crosswalks. The eight Phase 2 streets listed in the staff memo are Orange Avenue, Wetmore, Sessoms, Seminole, Seaboard, Dorset, B Street and C Street. Staff said some minor repaving or restriping could occur only where necessary to support pedestrian safety and crossings; major repaving is handled separately through the city’s pavement preservation program.
The Colliers task order covers both design‑phase and construction‑phase owner’s representative services; staff said Colliers participated in Phase 1 and will manage the project through construction.
The board approved both task orders on roll-call votes.

Staff said starting Phase 2 now will help the city move quickly into construction when resources allow and will allow the Northwest neighborhood to be considered complete under the Lake Wales Connected plan once both phases are built.
