The City of Lake Wales Community Redevelopment Agency voted to approve Addendum No. 2 to the professional services agreement with Chastain Skillman, adding $59,829.40 to finish landscape architectural services for the First Street Streetscape project.
City staff told the board the addendum “includes amended services with Chastain and Catalyst, in regards to landscape architectural services,” and that the original agreement dated to January 2021.
The addendum, described by staff as a ratification of work following a landscape team moving from one firm to another, covers the remainder of First Street from Central Avenue to Wiltshire, excluding blocks already under separate contracts. Staff said the change formalizes Catalyst Design Group’s role as a subconsultant to Chastain Skillman so Catalyst can complete remaining design tasks and make the project construction-ready for RAISE grant funds.
Board members asked about previously agreed credits tied to brick work; staff said credits had been applied to a related Crystal Lake Trail segment and would not be lost. Commissioners also clarified that Colliers would serve as the owner’s representative on some connected projects, while Chastain (engineer) and Catalyst (landscape architects) serve as design consultants.
After brief questions, a motion to approve the addendum passed on a roll call vote.
Votes: The roll call recorded Commissioner Thompson — yes; Mayor Hillgoss — yes; Commissioner Gillespie — yes; Chair Robin Gibson — yes.
The contract amendment is intended to allow the design team to finish plans and specifications so construction may proceed when grant funding is available.
