City Manager James Slayton and architect Scott Crews presented a revised task order for architectural services on the proposed police annex, clarifying contract language to identify the City of Lake Wales as the owner and requiring city preapproval for any additional services.
Slayton said the revision was added "from this point forward in this document, the City of Lake Wales will be referred to as owner or client," language the city attorney has reviewed. The change is intended to make responsibilities and billing clear and to prevent scope creep, Slayton said.
Scott Crews of Parler/Parley Crews attended the workshop; commissioners confirmed the additional-services section requires city preapproval before architects may bill for extra work. Commissioner Gillespie said her earlier questions were answered and had no additional concerns. No formal vote was recorded at the workshop; staff said the task order aligns with the firm’s continuing services agreement and that additional services will require preauthorization by the city before work or billing may proceed.
