District approves ADP partnership to replace Paylocity for payroll and HR functions

The Palmdale Aerospace Academy District board approved a partnership with ADP to replace the district’s current payroll and HR system, Paylocity.
Staff said Paylocity has limited HR functionality and inconsistent support, and that ADP offers broader capabilities including onboarding and offboarding, position control, payroll integrations for CalSTRS reporting, more sophisticated time-and-attendance features (including geofencing) and local implementation support. Staff said ADP will also provide training and a local ADP representative based in Los Angeles County.
Financial details presented to the board indicated the ADP platform would increase recurring software costs by about $30,000 per year compared with the district’s current platform; implementation fees were described separately (ADP implementation about $10,600 plus $1,500 for CalSTRS integration). Staff said the district plans to bring ADP online for the 2025–26 school year and that payroll functionality would be prioritized during the initial 8–14 week onboarding period. Staff also said historical payroll and personnel data would be migrated into the new system as part of onboarding.
Trustees asked about training and implementation; staff said training is included in the implementation fees and that both virtual and on-site support are available. Following discussion, a trustee moved to approve the ADP partnership agreement; the motion was seconded and approved by voice vote.
