Connor, a treasurer’s office staff member, explained the LandNav/Catalyst implementation costs were not included in the 2025 budget because timelines shifted. He said implementation costs are due in 2025 while annual SaaS subscription fees will begin in 2026 under a five-year contract. “The catalyst is a one time,” Connor said; he added the SaaS fees will be budgeted in 2026 and beyond.
Committee members agreed to source $23,931.50 from uncommitted Ho-Chunk funds (an available amount cited at $25,000) rather than the general fund reserve. The committee also discussed a Microsoft license increase of roughly $9,500 this year and noted the county’s total annual Microsoft spend was reported around $110,000 and is now roughly $120,000; staff said the annual increase will be budgeted in future years.
The committee voted to approve the amendment with the change that $23,931.50 will come from Ho-Chunk funds and that the item be marked as a budget amendment; members noted ongoing annual SaaS costs will appear in the 2026 budget.
