Commissioners approve two final development plans for New Century Air Center

The Johnson County Board of County Commissioners on May 15 unanimously approved two final development plans at New Century Air Center, authorizing construction of a terminal with two hangars for Dream Air and a second hangar with office space for Team Aero.

County Planning staff presented both items as consistent with previously approved preliminary development plans and recommended approval. Michelle Leininger, County Planning staff, described the Dream Air site as 8.23 acres between the airport administration building and the runways with shared parking accessed from Port Road. Diane Wicklund, Planning Department, said the Team Aero parcel is about 3.1 acres and that the proposed second hangar would match an existing hangar under construction.

The projects were reviewed and unanimously recommended for approval by the Lenexa zoning board on April 16; planning staff said no members of the public spoke against either application. Leininger said the Dream Air terminal will feature stone and masonry on the west elevation and internally illuminated signs on each building; Wicklund said the second hangar will match the color and design of the first.

Commissioner Allenbrand, who moved both motions, said he was supportive and complimented the Dream Air name and the plan’s design. Commissioner Ashcraft asked whether the airport executive director’s office would face stone or metal siding; Leininger replied the view would be the existing parking lot and the west elevations — the terminal’s lower half will have stone while the hangar siding will be metal. Commissioner Brewer thanked airport and planning staff for one-on-one briefings that clarified the distinct roles of the FAA, the airport commission and county review.

Resolution number 045-25 (application W25-473-FDP) approved the Dream Air final development plan for a terminal building and two hangars on approximately 8.23 acres. Resolution number 046-25 (application W25-475-FDPGA) approved the final development plan for a second Team Aero hangar, office space and parking on roughly 3.1 acres. Both motions passed on roll call votes with all seven commissioners voting in favor.

The approvals allow construction to proceed under the terms and conditions set forth in the respective resolutions and final development plans. Planning staff and the applicants were present for the votes; no variance requests or public opposition were recorded in the meeting minutes.

The board’s action follows earlier preliminary approvals this year and builds additional hangar and terminal capacity at New Century Air Center, with construction details and phasing to be managed under the county’s development review process.
