Board members asked for clearer references in the draft policies where wording alternated between "Board of Education" and "school board," and sought to ensure the distinction was explicit for the public. One board member asked whether compensation language that explicitly covers secondary teachers who give up planning time to cover classes also applies to elementary teachers; staff answered that the secondary-language is intended to reflect the differences in scheduling between elementary (where planning time is scheduled during the day) and secondary (where block schedules can create discrete planning periods that may be covered).
The draft language reiterates a minimum planning-time provision for elementary teachers (an average of at least 30 minutes per day during the school week) and notes the division currently provides more planning time in practice. Staff said clarifying language is intended to make expectations more transparent and that parallel clarifications will appear in the upcoming contract amendment that accompanies policy changes.
On staff meetings and schedules, staff described guidance to principals to be mindful of contractual limits and to publish expectations; the contract amendment that staff are drafting will further spell out specific hours and categories for extracurricular and staff meeting responsibilities. Board members said they appreciated the iterative stakeholder process that shaped the drafts — including input from the teacher advisory committee, principals, policy committee, TAC and public comment — and asked staff to publish clearer cross-references for readers in BoardDocs.
Staff indicated the policy revisions are still under review and that specific contract amendments will be presented alongside the finalized policy language for board consideration at upcoming meetings.
