Board approves MOU with City of Williston for Sloane Drive construction; state water grant covers part of costs

The Williston Basin School District 7 board voted to approve a memorandum of understanding with the City of Williston covering district‑adjacent construction for the Sloane Drive project and associated regional detention work.
David Juma, city engineer for the City of Williston, told the board the low responsive bidder on the Sloane Drive work was Central Specialties at $3,054,374.18. He said the city applied for and received a State Water Commission grant for a portion of surface and subsurface work and that the grant calculation treats some construction items at a reduced factor.
Juma said the city’s estimate of the district‑share line items adjacent to the school property was $527,280 as presented in the memo; the agenda packet also shows a $487,800 figure that, he said in response to a board question, reflects the same allocation with the State Water Commission factor removed.
A board motion to approve the memorandum of understanding passed on a roll call vote with Kilgore, Walstead, Junt, Barsch and Swint recorded as voting yes; the motion carried.
Board members discussed contingency funds for related projects. Nick Lippert, JLG Architects, later noted the district was holding roughly $1 million in a contingency bucket that could be applied to district capital needs, including maintenance or HVAC upgrades if needed.
The Sloane Drive work described by the city includes street construction from 30 Third Street North to 30 Sixth Street and a regional detention pond (Detention Pond 8, "DP 8") sized for a soccer field in its bottom. Juma told the board the grant paperwork had been returned to the State Water Commission and the city planned to move forward with construction this month.
The memorandum of understanding language defines the parties’ obligations and allocates construction administration and observation (CA/CO) costs in addition to construction lines. The memo excludes design fees and replatting work, which the city said are not part of the district’s contribution.
The board discussion did not change the vote outcome. The MOU cleared the board by recorded roll call.
