Henrico County Public Schools staff presented the proposed strategic plan for 2025–2030 on Thursday, saying the document is the result of an 18-month development process that included focus groups, advisory committees, student and teacher input and multiple surveys.
Dr. Hinton, who led the presentation, told the board the process began in fall 2023 and incorporated community feedback gathered through meetings and an online public comment period from April 10–25. The proposed plan emphasizes individualized pathways, student mental and emotional health, staff retention and a focus on equity; presenters said they added clarifying language and a glossary after public feedback.
Board members praised the process. Miss Atkins said she liked the plan’s new logo and symbol. Mister Young said he supported keeping equity as a core value. Mister Irving asked that language committing to lowering class sizes via increased teacher allotments be included in implementation considerations, noting he did not see that explicit commitment in the current draft. The presenter said collected feedback and proposed clarifications would be shared with division leaders as they develop implementation plans.
The superintendent said the board would be asked to approve the final plan at that evening’s monthly meeting and the division would launch the plan to school leaders and the community over the summer.
