Lane County Poverty and Homelessness Board to vote in June on draft strategic plan after members prioritize shelter and unsheltered response

The second was addressing poverty and unsheltered homelessness crisis response (46%). Under shelter and housing sustainability, the most selected substrategy was to "advocate for local and statewide efforts to prioritize affordable housing and center attention on the needs of extremely low-income and homeless households across Lane County"; about 45% of respondents selected advocacy for income-based housing and innovative countywide housing solutions.
Unsheltered response priorities: Under the unsheltered homelessness core area, the survey indicated members prioritized transforming the unsheltered response, including strategies to work with first responders and law enforcement to reduce practices that penalize people for experiencing homelessness and to engage community groups and people with lived experience to identify safe, accessible locations supported by local communities.
Next steps and schedule: Staff told the committee they will seek a vote to approve the draft strategic plan at the full Poverty and Homelessness Board meeting on June 26. If the board approves the plan, staff said they will return in July to begin setting committee structures and assigning subcommittees to implement the first-year work plan derived from the prioritization results.
Concerns and follow-up: Provider and jurisdictional representatives said a single countywide approach must be flexible enough to reflect different city and rural needs; several members asked that committee design and implementation account for local variation. Staff also said they are available to meet individually with members to review the plan before the vote.
