Council waives bid rules and approves Navitas contract for community center pool dehumidification project

The Excelsior Springs City Council on Feb. 18, 2025, approved two related actions to replace the community center’s pool dehumidification system and locker-room rooftop units: Resolution 1551 to waive competitive bidding requirements and Resolution 1552 to approve an agreement with Navitas LLC for the project.
The council said the project is expected to proceed under an energy-savings performance contract with Navitas. Officials told the council the equipment’s lead times likely push installation toward late summer or early fall. City staff said the replacement would require a short shutdown—“a matter of a couple of weeks”—which they expect to coordinate to avoid interrupting the outdoor aquatic center season.
Jesse Hall, community center project manager, presented project details and recommended council approval of both items. Hall said the work would replace the pool dehumidification system and the locker-room rooftop unit under a pool-pack project and recommended the council consider the energy savings performance contract between Navitas LLC and the City of Excelsior Springs. Councilmembers moved and seconded both resolutions and approved them on roll call.
Council and staff discussed scheduling to minimize disruption: staff reported they would complete submittals and coordinate delivery dates with the community center to select the best shutdown window. No members recorded dissent during the roll call votes approving Resolution 1551 (waiver) and Resolution 1552 (agreement).
The council directed staff to coordinate timing with community center personnel and to return any additional submittals or schedule confirmations as needed before construction begins.
