Council approves satellite annexation of West Smithfield Elementary site; police to provide school resource officer

The Town of Smithfield Council voted on May 6 to adopt an ordinance accepting voluntary satellite annexation of the West Smithfield Elementary site (27.78 acres) into the town’s corporate limits.
Town planning staff explained the parcel boundary and said utilities (water and sewer) will continue to be provided by Johnston County. Town Manager/Planning staff noted the town already provides fire-district coverage in that area. The town’s police department will provide school resource officer coverage and general police services in the annexed area; the school board’s representative said the district values the partnership.
An attorney for the Johnston County Board of Education, Tia Overway, and Assistant Superintendent Dr. David Pierce appeared to answer council questions and to confirm the school district’s support for the annexation. Town staff confirmed the clerk had found the annexation petition sufficient and the council opened and closed the public hearing before voting.
Council adopted the ordinance under the state statute governing satellite annexations (state statute cited during the meeting). Staff noted the town has special legislative authority allowing unlimited satellite annexations (unlike some towns subject to 10% caps). The council’s motion passed with the standard roll-call affirmation (all in favor recorded by voice).
