Essex officials authorize NJDOT grant application for five culvert replacements totaling nearly $2 million

Essex County officials authorized submission of an application and the execution of a grant agreement with the New Jersey Department of Transportation to replace five culverts and minor bridges under the 2025 Local Bridge Future Needs Program, with the county's application showing a total project amount of $1,996,710.
David Antonio of the Department of Public Works listed the five locations included in the application: the West Northfield Road culvert over Slowbrook in Livingston; Labelle Scribe over Tony's Brook in Montclair; Buford Avenue culvert over a Passaic River tributary in Livingston; the Bloomfield Avenue minor bridge over Pine Brook in West Caldwell; and the Drake Terrace crossing over Nichuarine Brook in Montclair.
Commissioner Sebel asked whether some of the culverts had already been completed, citing Oakwood Avenue in Livingston as an example. Antonio replied that is correct and explained the accounting purpose: "This money is part of an overall program. Some of the bridges and culverts might have utilized county capital funds, and this transportation trust fund money will displace that expenditure to be used in other bridges. So they might have been completed using county funds, but the state funds will replace that county expenditure to be used in other," Antonio said.
The resolution to file the grant application and, if awarded, execute the grant agreement passed as part of the consent agenda. Commissioners also approved a temporary emergency appropriation tied to the project (resolution 28) that staff said would not require a county match.
