County to build roundabout at three-county-road intersection in Livingston; bids due March 7

Essex County will pursue construction of a modern roundabout at the intersection of Walnut Street, Passaic Avenue and West Hobart Gap Road in Livingston after the board approved a federal-aid reimbursement agreement that will reimburse the county for engineering and construction costs in the amount of $1,148,469.
David Antonio of the Department of Public Works said bids are due March 7 and that the county expects to begin construction in the summer. He said the project is designed so that traffic will continue to flow during construction, using maintenance-and-protection-of-traffic plans; construction is expected to last about five to six months.
Commissioner Seybold described the intersection as a longtime safety problem. Antonio confirmed the plan will construct the new roundabout while keeping the existing intersection open, then shift traffic onto the new configuration and remove the old intersection. He also said the design does not require right-of-way takings from a nearby church, though some site adjustments and landscaping are planned.
The board approved the federal-aid agreement by recorded vote and will proceed to bid and construction scheduling.
