Council discussion and staff remarks said the wastewater plant's digester solids have accumulated over years and need removal; staff said the proposed contract will allow the plant to remove solids without taking the treatment plant offline. A staff member involved in plant operations explained the digester is a separate unit and that contractor work would not interrupt normal plant processing.
Staff said the recommended vendor, GFL, will haul the sludge and manage manifests; that approach keeps the city from having to coordinate separate haulers and reduces delays if landfill issues occur. Completion after contract award was described as approximately two weeks.
During the motion to award, council amended or clarified that the award must not exceed $113,000. The motion passed on a unanimous voice vote recorded as the mayor and council members voting "aye."
