Council formalizes $2,000 annual utility assistance for local youth leagues with reporting requirements

The Groves City Council voted April 14 to formalize annual $2,000 utility-assistance agreements with Jefferson County Pony Baseball and Groves National Little League and authorized the city manager to negotiate and execute the documents.
City staff explained the agreements codify a practice used for several years in which the city has provided $2,000 annually to each organization to help with utility bills; the draft agreements put expectations in writing and require a short year-end summary and basic participation reporting.
Mister Crick, who presented the item, said the agreements would require each organization to report total participants, the number of participants who are Groves residents, and provide a year-end summary. He said the organizations also must make records available for review by the city on reasonable notice.
Council members asked about whether the $2,000 is a guaranteed flat payment or a reimbursement up to that amount; Crick said the agreements provide a $2,000 payment rather than an up-to-$2,000 reimbursement. Council members also noted that the cityf27s budget does not include an increased amount for the coming year.
Council members discussed property-ownership questions about the playing fields. Crick said some fields are privately owned while others are city-owned; the agreements do not change maintenance responsibilities.
Both motionsf2one for Jefferson County Pony Baseball (item 11) and one for Groves National Little League (item 12)f2passed on unanimous council voice votes, recorded as the mayor and council members voting "aye."
