Highland Village council approves personnel contract changes, adopts consent items

The Highland Village City Council on April 8 authorized amendments to the city manager’s and city secretary’s employment agreements and approved several consent-agenda items, all by 7-0 votes.
Council approved a motion to authorize the mayor to negotiate and sign an amendment to the city manager’s employment agreement that (1) increases paid personal days to 10 for calendar year 2025 and to 12 effective for calendar year 2026 and thereafter, and (2) raises the city’s contribution to the city manager’s Section 457 retirement account from 2% to 3% effective Oct. 1, 2025. The motion passed on a voice vote recorded as 7-0.
The council also authorized the mayor to negotiate and sign an amendment to the city secretary’s employment agreement to increase the city’s contribution to the city secretary’s 401(a) account to $14,500 effective Oct. 1, 2025. That motion likewise passed 7-0.
Earlier on the agenda the council moved several items to the consent agenda and approved them in a single vote. The consent items approved included: minutes of the regular April 8, 2025 council meeting; Ordinance No. 2025-13-25 (adopting amendments to the FY2024–25 budget, second and final reading); Resolution No. 2025-31-84 (authorizing a contract with 512 Painting and Remodeling LLC for the Lake Vista Ground Storage Tank Repainting Project); and Ordinance No. 2025-13-24 (adding section 2.2.003 to the City Code relating to termination of a campaign treasurer appointment — first of two readings). The consent motion carried 7-0.
All three formal actions followed a closed session and were made from the council dais; the meeting record shows motions, seconds and unanimous voice votes but does not list individual roll-call votes by councilmember. The council did not provide additional public detail about negotiation mechanics or budget impacts at the time of the votes.
