Highland Village awards $1.9 million contract to replace asbestos-cement water lines

The Highland Village City Council on May 13 awarded a $1.9 million contract to Dickerson Construction Company for an asbestos-cement (AC) waterline replacement project.
City staff said the Texas Commission on Environmental Quality requires water systems to replace existing AC water lines as part of maintenance programs, and the city designed a project that coordinates with a planned phase of street reconstruction so crews will replace water pipes before repaving. Staff opened bids on May 6 and received seven bids; Dickerson submitted the lowest responsible bid at $1.9 million and has previously performed similar work in the city, staff said.
Council voted to approve Resolution 2025-3186, awarding and authorizing the construction contract; the motion was made and seconded and carried by voice vote, recorded 7-0. Staff reported the project timeline includes 180 calendar days for construction.
Staff said the work is within the approved budget and will precede and match the city’s already approved street reconstruction schedule, minimizing repeat excavation of newly repaved sidewalks and streets. No additional financing measures were recorded in the meeting minutes for this contract.
