Town and Country approves site plan, radio agreement and budget passthrough; several routine items OK'd

The Town and Country Board of Aldermen voted unanimously to approve several ordinances and routine purchases affecting city services and capital equipment.

The board approved Bill No. 25-01, an ordinance certifying an amended final site development plan with conditions for West Hills Community Church at 13250 South Outer 40 Road; the measure passed by roll call and became Ordinance No. 4674. The board also adopted Bill No. 25-02, authorizing a user agreement with St. Louis County for subscriber radios and use of the county interoperable radio system; that measure became Ordinance No. 4675.

Separately, the aldermen approved Bill No. 25-03, an amendment to the 2025 budget to increase a general-fund expenditure account and appropriate funds to pass through dispatch payments to West County EMS and Fire; the bill became Ordinance No. 4676.

In other approvals, the board authorized a purchase order to Landmark Dodge for three Dodge Durango police vehicles in the amount of $132,979; approved solid-waste hauler licenses for American Eagle, Gateway Disposal, Republic Services and Waste Management; and approved the warrant list in the amount of $340,369.99.

All votes reported on these items were unanimous. Where roll-call votes were read, the city clerk recorded ayes for the members present and the meeting minutes show each bill carried without opposition.

Why it matters: the site development and user-agreement ordinances affect local land use and emergency communications; the budget amendment redirects dispatch payments through a county arrangement with West County EMS and Fire, changing how those services are funded in the city budget. The vehicle purchase and hauler licenses affect frontline public-safety and waste collection services.
