The Town and Country Board of Aldermen on Feb. 24 approved a package of ordinances and contract actions on largely unanimous votes, including a revised site development plan for the Transcipia property on Clayton Road, a carport-rehabilitation contract for the municipal center, professional-services agreements for several capital projects, and a resolution endorsing St. Louis County’s waste-reduction grant program.
Bill 25-07, approving an amended final site development plan for the Transcipia property at 13201 Clayton Road and authorizing certification of that plan, passed as substituted and became ordinance 4680. The city clerk entered an email of support from Alan Marquardt on behalf of the Grassy Ridge Homeowners Association into the record prior to the vote.
The board accepted a low bid and authorized an agreement with KB Contracting for the municipal center carport rehabilitation project under bill 25-08; the ordinance (4681) included an amendment to the 2025 budget to appropriate funds for the work. City staff described corrosion on multiple carport support posts and said two posts had holes; a consulting engineer concluded the carport was not in immediate danger of collapse, though replacement is needed. “Our consulting engineer did not think it was an immediate danger to collapse,” city staff reported during the discussion.
Under bill 25-10 the board authorized the city administrator to execute professional-services agreements with Navigate Building Solutions for preconstruction, design and consulting services related to a new public works building and renovations to the municipal center and firehouse; aldermen were told this work is part of an item already budgeted at roughly $700,000 for design-related services. The design scope will contemplate changes to dispatch space and the reuse of vacated space by the police department but will not predecide the dispatch location.
Bill 25-11 authorized a professional-services agreement with Wild Marketing and Media for event sponsorships and Longview Farmhouse marketing; that ordinance passed on a unanimous voice/roll-call vote. The board also approved a purchase order to Inventor Product Solutions for equipment installation in police vehicles totaling $54,143.
The board approved resolution R03-2025 endorsing St. Louis County’s waste-reduction grant program and authorized the city to apply for the county program’s associated grant; public commenter Michael Sawyer spoke in favor of the resolution during public comment.
Other items discussed in the meeting included: the Mason Road Trail project (an $180,000 grant with an 80/20 match and an 8-foot trail width), the final payment and retention on the Longview Playground project, and clarification from the police chief that the department uses the TransUnion TLO investigative database for background and investigative checks.
Aldermen also discussed a state legislative development: Alderman Allen warned about Senate Bill 57, a proposal to remove sales tax on food in Missouri, and urged residents to contact state lawmakers because municipalities that use sales-tax revenue to fund services could face significant budget impacts.
