Council approves two resolutions: sewer design task order amendment and 20‑year FAA MOA; minutes approved with one abstention

The City Council read and passed resolutions authorizing (1) an amendment to a task order for design work to relocate sanitary sewer pipes on North Washington Street so stormwater work can proceed, and (2) a 20‑year on‑airport memorandum of agreement with the Federal Aviation Administration for maintenance of airport equipment at Mexico Memorial Airport.

Task-order amendment (Bill 2025‑05)

City staff explained that stormwater projects on North Washington between Allison and Robinson revealed a conflict between proposed storm‑sewer alignment and an existing sanitary sewer. The council approved a task‑order amendment to Bartlett & West to design the sanitary‑sewer relocation so the storm sewer can be installed. Staff said $18,224 would fund the design phase; a subsequent construction change order would follow, with staff estimating construction costs in the range of $75,000 to $100,000. The staff report said the work will be paid from remaining funds in an ARPA stormwater grant that had about $574,000 remaining.

The council voted to approve the resolution (bill listed in the meeting as 2025‑05). The motion carried on a roll call; all councilmembers present voted yes.

FAA memorandum of agreement (Bill 2025‑06)

Council also approved a resolution (listed in the meeting as bill 2025‑06) authorizing the city manager to execute on‑airport memorandum of agreement MOA697DCM‑25‑LD‑00034 between the U.S. Department of Transportation, Federal Aviation Administration and the City of Mexico for Mexico Memorial Airport. Staff said the FAA maintains six pieces of safety‑related equipment at the airport (including an automated weather observing system) and that having the FAA maintain the equipment relieves the city of substantial annual maintenance costs. The council voted to approve the resolution on a roll call; all councilmembers present voted yes.

Minutes approval

The council moved to approve the minutes of the Jan. 13, 2025 regular meeting. The motion passed; one councilmember recorded an abstention (Williams) and the remainder voted yes.
