Council approves North Washington stormwater improvements, temporary construction easements and sewer change order

The Mexico City Council approved temporary construction easements and a change order related to the North Washington Street stormwater improvement project.
Staff said the easements are temporary, required because some work falls outside the public right of way, and that residents along North Washington Street between Allison and Robinson have signed the 15 easement documents. "There is no monetary cost to the city for any of this," Drew Wilford, staff member, said. Council passed bill number 2025-9 to authorize the city to accept those temporary construction easements.
Council also approved a change order (bill number 2025-10) with Plan B Development LLC for relocation and reconstruction of a sanitary sewer line so it will not conflict with the storm sewer and to maintain required separations from drinking-water infrastructure. Wilford said the firm provided an estimate of $111,420 to reconstruct the sanitary sewer after the city declined a partial design option for approximately $18,000. Wilford said the work is covered by ARPA stormwater funds and "it's nothing that's going to be an extra cost to the city." Staff recommended approval and noted the work is reimbursable at 21% per the grant terms.
Both items received motions for passage and were read by title before the council voted to approve them at the meeting. Council members voiced assent in roll-call; the resolutions passed during the session.
The actions tie to grant funding identified in meeting materials as ARPA grant DNRSWE6ACFOD6A299. Staff said the temporary easements are limited to the North Washington corridor and the sanitary sewer relocation is being coordinated with the stormwater design to prevent conflicts and meet a 10-foot separation standard staff cited.
Staff asked no additional funding from the city for either item; the easements impose no monetary cost and the sewer relocation is accounted for in the ARPA stormwater allocation.
