City staff asked the council on Feb. 10 to approve the purchase of a used 2018 Carlson CP130 asphalt paver from CMW Equipment for $151,650, saying the unit met bid specifications and would expand the public-works crew's asphalt paving capabilities.
Drew Williford, public-works staff, said the city's existing paver dates to 1989 and the new-to-us paver would allow wider paving widths and automatic augers, making operations more efficient. Staff solicited bids by public advertisement and direct mail to vendors; only one vendor, CMW Equipment of Bridgeton, Missouri, submitted two options. Staff recommended the lower-priced 2018 Carlson CP130 option that met specs: less than 2,000 hours, ability to pave approximately 13.5 feet with an 8-foot minimum screed, diesel engine and tracked drive.
Williford said crews inspected the unit in Burr Ridge, Illinois, confirmed it is part of a rental fleet and has been well maintained. The recommended purchase price of $151,650 includes freight. Staff acknowledged the budgeted amount for this equipment was $125,000, and the overrun (about $26,650) would be covered from savings in other capital line items and trade-in considerations on other equipment.
A motion to purchase the paver from CMW Equipment was made on the record. The transcript does not record a roll-call tally for this motion in the excerpt; staff indicated they will cover the overrun from savings and trade-in values in future budget adjustments.
