Council passes multiple contracts and funding items in single meeting

The Mexico City Council on April 14 approved a series of resolutions and contracts intended to provide on-call professional services and to continue a long-standing arts partnership.

The council approved two separate three-year on-call architectural services contracts: one with Bartlett & West Inc. of Jefferson City and one with West Hughes Architecture LLC of Columbia. City staff said the city issued a qualifications-based selection under state statute; six firms responded to the RFQ and those two scored highest. The contracts are structured as task-order agreements; staff emphasized there is no retainer and the hourly or task rates apply on a project-by-project basis. Staff also confirmed the firms will carry professional liability insurance (coverage discussed at the meeting reached a $3,000,000 level including umbrella coverage).

Council also approved a three-year on-call electrical services contract with Lumix Electrical Inc. Staff said the city solicited proposals from four local electrical firms and received a single responsive proposal from Lumix; the company has previous work experience for the city at the wastewater plant and on downtown street lights.

In a separate mostly-routine item, the council approved a $10,000 annual contribution to the Presser Performing Arts Center for program services, consistent with the fiscal 2024-25 budget.

All of these measures were approved by roll-call votes during the meeting. City staff said contracts will be used on a task-order basis consistent with the city's purchasing policy; any single task expected to exceed $10,000 will be brought to council for separate approval as required.
