Public Works staff reported the site still contains debris from a demolished mobile-home park and that if annexed immediately, the property would be in violation of city ordinances. Staff recommended a two-year extension and said this would be the final extension offered.
Willeford noted the site remains under a Chapter 100 arrangement (a development/tax incentive program referenced in the discussion) with several years remaining, and that the developer is paying the outside-city sewer rate, which staff described as double the in-city user fee. Council passed Bill 2025-31 to authorize extension number two to the voluntary annexation agreement.
Council recorded unanimous roll-call approval. Staff said inspections would be required on any new structures to ensure they are built to city standards if the project moves forward.
