Council accepts easements to move forward on Teal Lake Access Road culvert replacement

The Mexico City Council on May 19 approved resolutions accepting permanent drainage easements and temporary construction easements needed to replace a failing culvert under the Teal Lake Access Road.
Public Works staff described the project as the removal and replacement of four 6-foot-diameter corrugated metal pipes beneath the access road to Teal Lake Dam, a single legal access to the dam and spillway. “This is a critical piece of infrastructure that has failed, and it's caused the road to actually have slope stability problems. It's not safe to cross at this point in time,” staff member Drew Willeford said.
Willeford told council the project was expected to start by the end of the month pending a preconstruction meeting and that both permanent and temporary easements are necessary for construction. Staff recommended passage of resolutions accepting the easements; council subsequently passed Bill 2025-29 (permanent drainage easements) and Bill 2025-30 (temporary construction easements). The staff presentation tied the project to an ARPA grant (DNRSWE6ACF0B6A299).
No construction contract award or contractor-specific scheduling was authorized at the meeting beyond staff's comment that they anticipated beginning work as long as the contractor completed preconstruction steps and no red flags emerged. Council votes recorded unanimous support for both resolutions.
Staff said accepting the easements is a necessary step to proceed with procurement and construction for a stormwater project identified in the city's ARPA-funded program.
