Council approves mutual-aid memorandum with Columbia Fire Department

The Mexico City Council on May 19 unanimously authorized the city manager to execute a memorandum of understanding (MOU) with the Columbia, Missouri, Fire Department to formalize mutual-aid arrangements.
Fire Chief Bryce Pascow explained that Columbia included the MOU in its strategic plan and requested formal MOUs with surrounding communities to validate partnerships and improve coordination. “Entering into an MOU does not, constitute a commitment automatic mutual aid. It's only gonna be when asked for, when needed, and when it can be provided,” Pascow said, adding that the agreement “does not obligate either department to provide assistance at the detriment of its own community.”
Staff recommended the council proceed with reading by title only and passage of the resolution. Councilors moved the bill through the required readings and passed Bill 2025-28; roll-call votes recorded unanimous “yes” votes from the council members present.
The staff presentation noted that Missouri statutes recognize intergovernmental mutual-aid agreements and that the MOU provides additional legal clarity when agencies assist outside their jurisdictions. The resolution authorizes the mayor or city manager to execute the MOU; no funding appropriation was required as part of the action.
The council’s approval formalizes an existing practice of reciprocal assistance among area departments rather than creating a new guaranteed service commitment.
