The Rye Brook Board of Trustees on Tuesday approved fiscal-year 2024—25 budget modifications that recognize state reimbursement funds for road resurfacing, close several small capital balances, and create a $30,000 capital project for a joint traffic, parking and pedestrian study with the Port Chester School District.
The board accepted $26,002.91 in reimbursement from New York State's PAVE New York program and credited it to the road-resurfacing capital project. Trustees also formally closed small remaining capital balances (for example, minimal balances in a fire radio upgrade and police body-worn camera line items) and returned those amounts to the general fund.
Crucially, the board established a new capital project for traffic, parking and pedestrian studies in and around Port Chester Middle School (and potentially Port Chester High School) and funded it with a $30,000 transfer from contingency to an interfund transfer, pending the final bid result. Village officials said the school district agreed in principle to share costs 50/50; the RFP for the study is due at the end of the month and the final price is not yet known. Trustees said the study will look at street, sidewalk and programmatic strategies (dismissal times, routing and parking changes) to improve safety near the schools.
The budget modifications also included a transfer of $16,006.85 from general-fund contingency to cover police-vehicle router purchases. Village staff said these transfers are housekeeping measures ahead of the fiscal-year close and create an approved funding line for the traffic study so the village can act quickly if the RFP pricing is acceptable.
Board members emphasized the study is exploratory: if the village decides not to proceed, the contingency funds would remain or be returned to fund balance; if the study proceeds the project will be managed jointly with Port Chester and will include stakeholders from both communities.
