Rye Brook awards service contracts for HVAC, generators and catch-basin cleaning

The Rye Brook Board of Trustees on Tuesday awarded three municipal service contracts following a public bid process: HVAC maintenance and repairs to High-Tech Air Conditioning, generator maintenance and associated work to Gentek Limited, and catch-basin cleaning to Freddie Cook.
The contracts were the result of bids opened April 16 and reviewed by the village administrator and engineer. The HVAC contract covers maintenance and repairs across village facilities (village hall, firehouse, senior center, highway garage) with an initial base bid of $557,002.40 including alternates; the contract allows annual renewals for up to five years. Trustees discussed the scope (quarterly preventive maintenance, filter and belt replacement, and hourly emergency repair rates) and confirmed the village can terminate the contractor with written notice for poor performance.
Gentek Limited of New Windsor won the generator contract, which covers five municipal generators and includes major and minor service visits, fuel and oil sampling and load-bank testing. Trustees confirmed the village receives detailed reports after each visit and that units vary in age from about four to 26 years; staff said the contract includes scheduled visits and on-call work.
For catch-basin cleaning, Freddie Cook of Montrose was the low responsive bidder for a multi-year contract with a base amount of $296,050; trustees discussed annual cleaning cycles and DEC and EPA recordkeeping requirements. Village staff said the regulated spoils from catch-basin cleaning must now be manifested and disposed of off-site, which raises disposal costs; the contract includes cleaning and proper disposal costs.
Each award was approved after trustee questions about references, pricing, renewal options and termination clauses. Village staff said reference checks were positive for the selected firms and that contracts will be managed to standard specifications and municipal inspection practices. The board authorized the mayor and administrator to execute the contracts.
