Rye Brook signs on to Sustainable Westchester CCA at 100% renewable, board asks for clearer opt‑out communications

The Rye Brook Board of Trustees voted to continue participating in the countywide community choice aggregation (CCA) program managed by Sustainable Westchester and to select the 100% renewable energy option for the program year under the memorandum of understanding.
Trustees discussed tradeoffs between choosing 100% renewable supply and concerns that some residents may assume the program guarantees lower bills. Trustee Don said he was torn but favored offering the maximum environmental benefit if residents wanted it; Trustee Tom and others urged the village to provide clearer communications about opt‑out procedures and the cost tradeoffs. Board members noted residents who do not opt out remain automatically enrolled if the municipality participates.
The board recorded unanimous support among trustees present for participating at the 100% renewable level and directed staff to prepare clearer outreach: an email blast, website material explaining how to read utility bills, an accessible opt‑out guide, and consideration of a mailed notice for households that do not use email. Trustees also asked Sustainable Westchester to be asked to simplify any enrollment mailings that bear the village logo so residents understand their choices.
Administrator Chris reminded trustees the contract term before them is one year; trustees said they would review bids and the Con Edison rate case outcomes when available. The motion to approve the MOU and continued participation at the 100% renewable option passed 4–0 (Trustee Epstein, Trustee Heiser, Trustee Krom, Mayor Klein yes; Trustee Morlino absent).
