Fredonia trustees approve parade, fund drive and bid solicitations; table state cybersecurity pact

FREDONIA, N.Y. — The Village of Fredonia Board of Trustees on April 14 approved permits for the General Lafayette Jubilee and the Fredonia Volunteer Fire Department’s annual fund drive, authorized several sealed-bid solicitations for water-treatment chemicals and infrastructure, and approved removal of two volunteers from the Fredonia Volunteer Fire Department’s active roster. The board voted to table an intergovernmental cybersecurity agreement with the New York State Office of Information and Technology Services for further review.
The approvals came during the village’s regular meeting at 7 p.m., presided over by Mayor Mike Ferguson. Trustees voted unanimously on the event permits and the sealed-bid advertisements; the state cybersecurity agreement was tabled by unanimous vote after trustees requested the contract signatory be changed from treasurer to mayor and asked for further review.
The Lafayette Jubilee permit lets performers and limited vendors use West Barker Common on June 3, 2025, with a short historical reenactment, a gun salute and food trucks available from 11 a.m. to 8 p.m. The board also approved the Fredonia Volunteer Fire Department’s annual fund drive for May, June, August and September and granted permission to hang a banner on Temple Street for the fund drive.

Several agenda items remained in planning or were deferred. Trustees discussed a proposed vendors law and a vendor-permit application; board members agreed to place the law on the agenda and to hold a new public hearing because the required notice period had lapsed. Trustees discussed issuing a separate fee resolution for vendor fees so that those amounts can be changed without amending the law; during discussion board members suggested a placeholder annual application fee of $50, but the fee was not adopted as a formal resolution at the meeting.
Multiple community requests were placed on the calendar rather than decided that night. The board agreed to bring a resolution at a future meeting to allow the Fredonia Beaver Club to hold a pickleball tournament at Russell Joy Park on June 8 and advised the club to obtain liability insurance and a pavilion reservation if needed. The Pickleball Club and North County Community Foundation were reported to be coordinating privately funded repairs for the Russell Joy Park courts and the gazebo.
The board also reviewed two proposals for additional legal representation and the clerk was authorized to proceed with formalizing an arrangement; trustees emphasized that no change in primary counsel would occur without a formal vote. Separately, trustees authorized the clerk to advertise sealed bids as noted above to ensure supply continuity for the water and wastewater operations.
Ending: The board moved into executive session after tabling the NYS cybersecurity agreement to discuss personnel and contract negotiations. Trustees announced the next workshop and board meeting is scheduled for April 28, 2025, at 6 p.m.
