Resident reports repeated flooding; trustees authorize engineering scope and TV inspection

At the May 5 meeting of the Village of Vermont Board of Trustees, resident Shwaimi Sobegha reported repeated flooding at her property near the intersection of Christmas Hill Road and Laura Drive and asked the board to act quickly to stop the damage.
Sobegha said her property sits lower than the road and had flooded three times in the previous month; she told trustees she had hired contractors to jet and clear the sewer and to modify landscaping but that the street drain still overflows into her yard during heavy rain. “My property is a bit lower than the road and something seemed to have gone wrong with the drain, and I've had floods 3 times over the past month,” she said.
The board said it had received a same-day field report from “Mike and Tully” recommending a scope of work. Lincoln Tully (engineer) advised that the existing piping and flow patterns are unclear and recommended pipe cleaning and a TV inspection of the lines to determine where the system runs and why the adjacent property is affected.
Trustees authorized the village engineer and Tully to work together to scope the problem and produce specifications; the board said it would solicit multiple bids for the cleaning/TV work and return to the board for a vote on any contract. Board members discussed whether the situation met the village’s definition of an emergency; they did not declare an emergency and directed staff to seek estimates, with the engineer to report back with recommended scope and likely cost. Sobegha asked how to submit damage claims; trustees indicated she should provide documentation of cleanup costs for the board or village to review.
The board asked staff to keep Sobegha informed as bids are obtained and to expedite the initial scope so that work could begin before more heavy rain.
