Ogdensburg council approves engineering and grant applications for water and sewer upgrades

City staff told council on April 11 that multiple water and sewer infrastructure actions are moving forward and that the approvals will position the city for construction and competitive grants.
City Manager Fonda Kronos described a 2025 wastewater Infrastructure Engineering Planning Grant application to study inflow and infiltration (I&I) in a portion of the city. The project area targets the Oswegatchie River side of the city and will be one of three planned I&I studies; the grant provides $50,000 with a $10,000 local match. Councilor questions noted a possible typographical error in the staff memo about local share percentage; staff confirmed the local share is $10,000.
Council also approved a resolution authorizing the city manager to enter an agreement with Barton & Loguidice, D.P.C., to provide engineering services for the East David Street rehabilitation project, which will include water and sewer rehabilitation and follow preliminary engineering work already completed.
Separately, the council approved an application to the Drinking Water Source Protection Program (DWSP2) for public water system technical assistance. Staff said the program requires no local match and will create “shelf-ready” plans that improve competitiveness for future grants.
Finally, council approved an amendment to EDR’s professional services agreement to advance design for a pump station rehabilitation tied to the city’s existing consent order. Staff said engineering and bidding are planned for 2025 with construction in 2026 to meet the consent order’s deadline for construction completion by the end of 2026.
