Council approves amendment to remediation contract as Shaver/Standard Shade Roller closeout timeline slips to 2026

City Manager Fonda Kronos updated the City Council on April 11 on remediation at the former Shade Roller site and told members the New York State Department of Environmental Conservation (DEC) has required additional reports that will delay the certificate of completion and increase local costs.
Kronos said the city had expected the certificate by the end of 2025 but now expects it “to probably be end of quarter 3, beginning of quarter 4 of 2026.” She said about $10,000 remained in the grant for reports but that required work will likely cost roughly $40,000 to $45,000, meaning an additional $30,000–$35,000 in local funds will be needed to complete closeout.
Kronos described the affected portion of the parcel as a rail corridor with contamination that the city intends to retain as a utility corridor/right-of-way while marketing the developable remainder of the parcel together with an adjacent Diamond property where feasible. She said engineers have submitted certain reports to DEC, but the schedule depends on DEC’s review and comment turnaround time.
Later in the meeting council considered a resolution authorizing the city manager to execute Amendment No. 3 to the April 27, 2021 agreement between the City of Ogdensburg and Barton & Loguidice, D.P.C., for professional remediation services. The amendment was moved and approved by roll call. The roll call recorded affirmative votes from Mayor Michael Tooley and councilors Silley, Scamperley, Stevenson and Trim; Councilor Powers had been excused earlier in the meeting.
