Staff said Riverdale changed from targeted-assistance status to schoolwide, bringing it in line with the other three elementary schools. Each school's plan must include a comprehensive needs assessment, reform strategies to serve all children and subgroups, strategies to strengthen the academic program, and methods to address at-risk students. Division staff said they used a template provided by the Virginia Department of Education to ensure plans meet federal requirements and that each school's schoolwide plan is posted on the school's website.

Plans are updated annually; staff said updates typically occur in May or June, though Riverdale had a later revision in September to incorporate additional research. Board members asked how goals and targets are shared; staff said school-level goals are included in each plan and board members may contact the superintendent for assistance interpreting the documents.
